Re: Urban Management Survey (UMS)
A number of recent public safety incidents in adjacent areas have motivated members in our community to investigate whether a Community Improvement District (“CID”) should be established in Upper Trovato.
The City of Cape Town has consented that the Upper Trovato Wynberg ID Steering Committee members in good standing, proceed with the CID statutory compliance process.1
The City has shared the Upper Trovato ratepayer database in compliance with the Protection of Personal Information Act 4 of 2013 to facilitate efficient communication with you about the proposed Upper Trovato CID. The information collected in the Urban Management Survey (UMS) and the database will be kept strictly confidential.2
The UMS investigates the local community and ratepayer concerns and identifies municipal services priorities for the Upper Trovato area. The results of the UMS will inform the CID Business Plan which must be supported by not less than 60% of the property owners in the CID area and by the City of Cape Town.

WHAT IS A CID?
A City Improvement District (“CID”) refers to a clearly defined geographical area, in which property owners contribute additional rates to fund supplementary municipal services for that specific area as per a community supported Business Plan approved by Council. Council determines an area as a special rating area, which then functions as a CID to improve and upgrade the area for an initial 5-year term.
CIDs are governed by Section 22 of the Municipal Property Rates Act (MPRA), the Companies Act (Non-Profit Company - NPC), the SA Constitution and the City of Cape Town’s City Improvement District By-law of 2023.
The CID operates via a statutory Non-Profit Company (NPC) funded by CID additional property rates (attracting VAT) and collected by the City of Cape Town. The CID additional property rate is based on the municipal valuation of each property and payable by all property owners within the CID boundary. Property owners that receive a full or partial rebate on their rates will be exempt from paying the CID additional property rates.
The City pays the CID 1/12th of the CID’s approved budget on a monthly basis and retains a 3% provision for bad debt. The CID NPC is managed by the elected Board of Directors who provides financial and functional oversight and strategic direction and operates according to the approved CID Business Plan.
MEMBERSHIP
Membership is open to all registered property owners in the CID area who are encouraged to apply for membership (at no cost) to exercise their rights to influence the business of the CID. The CID is accountable to its members and annually reports on its management and finances at the Annual General Meeting (which all registered property owners are entitled to attend).
WHY A CID?
According to the SA Constitution (Sections 152 & 153), the objective of a local authority is to provide all its residents with certain basic services such as water, electricity, sanitation and refuse removal, etc. – up to an equitable standard. For communities who wish to enjoy municipal services of a higher level, a CID provides them with the option of paying for these additional services, which should be affordable and sustainable.
HOW DOES IT WORK?
The Upper Trovato CID will provide supplementary municipal services in the designated Upper Trovato ID area. Companies contracted by the CID perform dedicated public safety, cleaning, environmental upgrading and social development services.
BENEFITS OF A CID
By pooling their resources in a CID, individual property owners can enjoy the collective benefits of a sustainable well managed area, a shared sense of communal pride, safety and social responsibility, and access to joint initiatives such as waste recycling, energy-efficiency programs, etc. In the end, these all contribute to economic growth and an inflow of capital investments.
URBAN MANAGEMENT SURVEY (“UMS”)
The UMS aims to determine the general opinion of Upper Trovato ratepayers about areas of concern and urban decay. The outcome of the UMS will inform the Business Plan. The Upper Trovato ID property owners will then discuss at public meetings in due course whether or not to proceed with the Upper Trovato Wynberg ID establishment.
The UMS answers are completely confidential. The UMS results and report will be presented to the members of the Upper Trovato ID Steering Committee for planning purposes and to the community at the public meeting when the Business Plan is introduced.
